Following a House Appropriations panel hearing Thursday (April 24), Sebelius told reporters she knows Harkin is mad about the administration's proposal to use $454 million from the ACA's prevention fund to pay for expanding federal health insurance exchanges, but she added “no one knows the specific issues beyond that.”
