An Off-Ramp From ObamaCare-wsj: Last night, three top House Republican committee chairs proposed an Obamacare alternative that would scrap much of the president’s health law if SCOTUS ends subsidies to states that don’t use their own insurance exchanges. The plan from Reps. John Kline, Paul Ryan and Fred Upton would include some tax credits to help people purchase insurances.
